Sigh, after doing this I downgraded to pulseaudio 10.0 in the same session and still have the issue; I rebooted to be sure but it's still there. I swear it worked reliably for days after downgrading for the first time. Since the pulseaudio output doesn't show anything helpful as far as I can see
