If you must use a proxy because you have no direct way to the internet,
then obviously you have no choice than to use the proxy. Then this
should work:
http_proxy=http://my.proxy.intranet:8080/ apt-get install flashplugin-nonfree

Since the webpy uses 0.31, why are you still using 0.310 as the release version?
Shouldn't you switch to the new versioning with an epoch version?
