I don't fully understand what is broken with the file, but a temporary
workaround is to comment out the last elif statement in the file
/usr/share/twms/tools/compile_correction.py
and then rerun the upgrade.

Ah I hadn't purged and reinstalled the client. (I purged postgresql and
removed /etc/postgres because I was having problems with pg_dumpall not
working and thought a reinstall might fix it... it did) I purged and
reinstalled again and it appears to be working now...
