I still see this problem in all currently supported Debian versions (9-11).
And I can't find any package that provides the needed helper scripts
hv_get_dhcp_info and hv_get_dns_info.
Actually the corresponding Ubuntu package contains these scripts:

Here soms answers:
1) the system is not using PAX currently, so no pax errors.
2) I ran against python 2.4.1, error remains
3) rebooted machine with sysctl tweakable kernel.
As the error seldom appears directly after a boot, I am currently unable
to reproduce.
It may take weeks, but
straces.
If needed, please specify the desired additional info.

Same problem here.
In fact port 03f2 is in use (sort of)
in floppy.c the kernel tries to allocate some data (4) starting in 03f2,
and the
03f3-03f3 : pnp 00:07
is the culprit.
In the floppy.c just after the failed allocation is a whining about
ADAPTEC.
