Maybe the bug that had non-ASCII UTF-8 characters in the subject line
was fixed or downgraded in the meanwhile?

You should be able to figure out which one, by digging
in /var/backups/apt-listbugs.preferences*

It seems to me that the issue you are experiencing is the same
