I don't understand how this request is different from let's say, the 
Python team in Debian, where we talk about packaging Python modules and 
apps only.

This list is mostly used by the team of DDs behind the packaging of Puppet

is however open to any kind of discussion related to any specifities of
using Puppet in Debian.
