Prepared a merge request[1] to update compat-el to 29.1.4.2.  Also added
back "+dfsg" to version as we drop compat.texi to be DFSG-compatible.

Unstable is... well, unstable. Sometimes things break there. ¯\_(ツ)_/¯
There's no point in removing either compat-el or hl-todo-el from testing
because of this.

Yeah, I see what you mean, but the versioned depends is unsatisfiable in
unstable, so it doesn't make sense to upload the package to unstable,
unless there is something weird like a circular dependency. 

I don't think it's OK for packages in unstable to be uninstallable in
unstable. It certainly meets the textbook definition of a release
critical bug, since nobody can actually use the package.

What I don't really understand why this bug was not filed on elpa-hl-todo .

Addendum: it does matter, there are a bunch of rdepends and unless they
all don't work with current elpa-compat, then it is needlessly
disruptive to auto-remove elpa-compat (or even to mark it for
auto-removal).
