I'm sorry that you're stumped, but the topmost section of /usr/share/doc/phpbb3/README.Debian tells you which steps to take to login. I suggest adding a pointer to that file during the installation, just as there is a reminder to manually restart apache. I'm downgrading this to a wishlist

Thanks, that pretty much works. Now all I have to do is work out how to import the old phpbb2 posts and users. I thought acp-maintenance-restore would do it, but that just says There are no items yet rather than giving me a browse button to select the backup I just took of my phpbb2 data. --
