Note: I'm the author of said package. It is true that the xfrac
package depends on expl3 etc. Other parts of the mh packages will soon

 must be left as an open issue.

Just leave it as it is - the default for most TeX Live users is to
install the whole shebang anyway...

That does not help us on Debian where one collection maps to one debian
binary package and we need decent dependencies.

everything anyway. It is nice that debian provides TL in so many 
pacakges, but IMO it just serves as a big confusion for the average user.

In my experience, the most confusing fact for users of downstream-packaged
version of TeX Live is that a package named texlive exists, which does *not*
correspond to the default install scheme of upstream TeX Live (btw this is not
specific to Debian, I think).

IMHO, it would help a lot if either:
- the texlive package installs all (ie, it's texlive-full)
- there is no texlive package, but a series of packages like
texlive-minimal, texlive-medium, ..., texlive-full.

It would avoid a lot of bad surprises and/or misunderstanding for end users.

Even if you install everything, packaging brings you benefits. If a
package is updated on CTAN and then in TL, you update just the
package, not the whole TeX system. It makes little sense to select
individual packages upon installation, it is better to select
collections, but it is worth to update individual packages.

Is it possible for you in Debian to have Debian-specific dependencies in
addition to those coming from upstream TL? That way you could solve the problem
in Debian regardless of what is done in TL, since I understand correct
depenencies are probably more important for Debian than for upstream TL.

However, after a bit of thinking, I can't find any reason not to add the
dependeny in TL. Anyway, more and more l2e packages are going to depend on l3
things (most notably expl3), so I don't see any problem with collection-latex3
being installed by most schemes in TL.

Yes,. and we have loads of them and some of them I moved upstream.

Sometimes there are only Recommends and not depends. That is a question
how important a sub package is.

It's up to you to decide whether it is possible to fix that by moving
around packages or letting mathextra depend on latex3, or whether it
must be left as an open issue.

Since most mathextra packages don't depend on latex3 (and most likely
never will), I don't want to add that dependency.

But since Morten says all his stuff will soon depend on L3, I moved mh
to collection-latex3.

I expect we'll have to revisit this in the future if there end up being
zillions of L3-dependent packages, but for now it seems ok and
expedient.
