How do you suspend your laptop, which command do you use? systemd basically simply runs echo mem /sys/power/state for suspend to ram and echo disk /sys/power/state for suspend to disk. If the above two commands fail, it's more a kernel then a systemd issue. I'm actually not sure it the kernel support suspend to disk with a swap file.
