Sorry for the spam, the bug doesn't look to be on dwww side:
- as said before, the generated HTML header Apache complains about
looks fine;
- dwww works fine with lightttpd instead of Apache2.
That will serve me for looking for a previous close bug :-P. I will
report the issue on Apache, as

I have a similar problem, but after an upgrade to stretch from jessie.
The dwww installation used to work perfectly under jessie, but after
upgrading dwww is only partially functional: links of the form
"/cgi-bin/dwww/usr/share/doc/*" will fail with an apache2 internal
server error 500.
