I just ran into the same problem and wanted to add that the lock file
was _not_ automatically unlinked on a restart. My hourly get-news
cronjob failed for multiple days in a row.
Manually removing the lockfile fixed the stack-smash error, so thanks for
pointing that out.

Sorry, I completely misunderstood the problem. The reason I was unable
to create the user using saltstack was completely unrelated to the
underscore.
Still, starting with an underscore is kind of weird and by default not
possible with adduser.
