my point of view the /etc/freeradius permissions should for example be
set to 750 or the files within this directory (especially the „users“ file)
need more restrictive permissions.

I think it's the /etc/X11/xfce4/xinitrc which has:
xrdb -nocpp -merge - << EOF
Xft.dpi: 96
Xft.hinting: 1
Xft.hintstyle: hintmedium
EOF
It's a config file so feel free to comment those lines out and restart
it. That's how upstream ship it so I've respected that.

You should customise the system.menu.xml file to use the Russian
translations if that's what you want. I don't think there is a solution
to this other than that really.
(or just displaying the Debian menu which I guess I could be convinced
of perhaps).
