Hello there,
Mats Erik Andersson, upstream author of Nettoe said the FTBFS is
caused by a build environment lacking a defined TERM. The way to
tell ./configure that TERM is not defined is to pass
--without-terminfo to it.
We decided that it was better to pass --without-terminfo
to reproduce the failure on i386 using
$ pbuilder --build --twice ...
Could it be that libtinfo-dev_5.9+20140118-1 is interfering?
But on the other hand, my pbuilder call generates the same
dependency on libncurses.

Mats Erik Andersson, upstream author of Nettoe.

A week ago I did develop a patch against netsed-0.01c
to get rid of gethostbyname(3) by using getaddrinfo(3).
Thus implementing full IPv6 support and more for the TCP
layer of netsed. Would Julien Viard accept this, being the
de facto new upstream author?
The looping bug I addressed in the
coding style, and the other bugs for this
software (cf. #230406), it is my recommendation that this piece be
judged unfit for maintainance in a Debian repository, and thus be
removed before the next release.
