If I am not mistaken, your last upload moves files across binary
packages but doesn't add necessary Breaks/Replaces. In the current
state, upgrades are broken because older libfabric1 and newer
libfabric-dev are not co-installable.

This is now fixed in Unison 2.48... hence the backport of Unison 2.48. But
there is nothing to fix in Stable...
My only doubt right now (about the backport) is about #805456. It would
be great to hear about the submitter before exposing Unison 2.48 to users
of stable.

attention to
how quilt import works. It seems that quilt import 1.patch; quilt
import 2.patch
puts 2 before 1. Adding a sort -r upon import is enough to fix this
build failure.
