I find the S-V field quite valuable for the project, and find that it
should be kept part of the actual packaging, not externalized.

Those are authors, which might be copyright holders but possibly not.
Like code lacking copyright might be freely licensed but possibly not.

you are maintaining then perhaps you should team up with someone who
does find it worthwhile to do that part of the packaging maintenance -
because that part of the packaging maintenance is not optional in
Debian!
