Only if it contains genuinely useful info specific to that package --
would really love to avoid the "boy who cried wolf" with that file.

Sorry for failing to resubmit/update the link to the .dsc.  Year-old
RFSs are awkward, especially for a changelog that will just show " *
Initial upload (Closes: #1234567)"...  OTTO documentation, I'm
thinking about a mini-project that could save a lot of people time and
that might encourage every maintainer to provide a README.source ;-)

FYI, there is really no need for lengthy explanations, descriptions of
the changes and your history with the package here.

Indeed, please redirect that effort — if any — into putting
documentation into the package itself (changelog?); the comments on
this RFS are essentially ephemeral and thus seems a misdirection of
well-intentioned effort.

Linking directly to the .dsc would be helpful from my point of view,
however.

Hi Chris,

If you have time, would you please sponsor this one too?  I packaged
over year ago as part of a project to move from my custom
decades-old .emacs.el customisations to something more general
purpose.  During this time I haven't been able to trigger a single
bug, so I believe the package has proven itself worth of inclusion
into the archive.  Because it's something I use all the time I'm
highly motivated to fix any potential issues that might emerge.

Changes since last upload:

 * Update Maintainer team name and email address.
 * Relax debhelper Build-Depends to allow backporting.
 * Declare Standards-Version: 4.1.4. (No additional changes needed)
 * Expand long description to be more user-friendly

OTTO long description, I decided to add this--something to the effect
of why mode-line customisations can be useful, and certainly the
reason why I bothered to learn about them years ago (vertical real
estate on a cramped 11.6" 16:9 netbook:
