Since dates is orphaned and seems pretty dead upstream, I'd
suggest removing this package.
The package seems to have been dropped from both Ubuntu and Fedora already.

during a normal build. Invoking the ./test suite seems to be something
(only) manually done, so maybe there's no need for a (build-)dependency
