Uploading linux (4.8.4-1)

I intend to upload linux version 4.8.4-1 to unstable during this week. As this is a new upstream version, there is of course an ABI bump. Some of the notable changes: * Include HTML documentation built with the new upstream documentation   system using Sphinx * Enable various hardening features
