It's more involved, as somebody filed a RFS without turning the RFP into
an ITP, and therefore tricked me into sponsoring the Ubuntu upload.
Besides, the RFS owner never replied...

The problem is that in Debian somebody uploading a package makes a
commitment of maintaining it, something that in Ubuntu doesn't exist
where you can just upload once and forget... (well, it's not written
that has to be like that, but this is the reality).

So unless somebody steps up to actively maintain the package, it won't
appear in Debian.

You are correct, the package exists in Ubuntu [1], but not in Debian.
A RFS (Request for Packaging) bug for vc has already been filed [2].
Rather than spend your time trying to get the Ubuntu package up to date, 
I suggest preparing the updated package for Debian.
You should have no trouble finding sponsorship for your package at 
Debian Mentors [3].

Hi group!

I'm currently trying to get the ubuntu package sources for vc-dev up to 
date, so I thought I might find the package in debian, hoping that an 
update there would eventually trickle down. But it's not there - at 
least I can't find it. I think this is an omission, and therefore I'd 
like to propose that Vc should find it's way into debian. I believe it 
qualifies as sufficiently free and it's definitely useful. Please have a 
look at it's site:
