Descobri qual era o problema.
O serviço de descoberta automática de DNS IPv6 ("rdnssd") estava instalado.
Agora não sei o instalei de não intencionalmente ou se é pacote padrão.
Bem, de qualquer forma, o desinstalei e resolveu o problema. O servidor
está respondendo mais rápido

Because in Debian you're probably not mentioned in /etc/sudoers. If
your user account were frank, going to root using su you could do
something like:
echo 'frank ALL=(ALL) NOPASSWD:ALL' >>/etc/sudoers .
then type exit to get back to the frank account and type:
sudo -H -i and see what happens.
