Doh! I feel pretty dumb now. The scripts ARE being run. The problem
does, however, seem to have something to do with the way in which they're
being run. One of the scripts contains an ftp command, which should
(using a macro in /root/.netrc)

/etc/ppp/ip-up contains the appropriate run-parts command that is supposed
to run them. I am able to run /etc/ppp/ip-up by hand, and it runs the
scripts in ip-up.d just fine. But they don't get run at all when I start
pppd.

redirected to /dev/null when ip-up is run?
