Yes, it can.
So can apt and synaptic.
These tools rely on the /etc/apt/sources.list file to point them to
servers where they can download the software you want.
Here's an example of an entry in sources.list:
deb http://ftp.debian.org/debian wheezy main
deb-src http://ftp.debian.org/deb

all of the apt tools, including aptitude, depend on what sources you have

There are certainly good web pages as well, but the manpage has an example
that includes contrib and non-free.
