why not just download it from apache?
i'm not being glib, i really want to know why not,
cos that's what i did and i'm always looking for

IMHO, apache should be compiled by hand. from there, you can
control the dynamic modules and all that. much more flexibility.
i don't think there is a better way if there's no .deb.
