My phone is recognized only on USB3 ports (even if it is a USB2 device)

First of all, I own a notebook PackardBell PackMate 1400 with Debian
unstable, teste with with kernel 2.6.18 , 2.6.25 y 2.6.28.
The problem is very simple yet I have found no solution whatsoever
When booting any of the above mentioned kernels with no parameters

It seems that this is a bug with grub.
If I do the same thing with reiserFS on the USB-stick, everything works,
but (at least) with ext2/ext3... it doesn't.
I wrote to the bug-mailing-list from the grub guys,.. but it seems that

I've just tried to install grub1 on an USB-stick in order to boot from
it, but it continues to fail:
Following situation:
-BIOS is definitely able to boot from USB
-the system has one harddisk /dev/sda
-USB-stick has one partition /dev/sdb1, type 0x83, filesystem ext3
-Debian sid => grub 0
I have a similar problem on my debian etch machine. I notice when i plug my
mouse sometimes it wont connect.When i do a 'lsusb', it doesnt show up. I then
run 'udevd' and try 'lsusb' again and it shows up.

Well, an attempt to install kernel image 2.6.2-3 wanted to remove hotplug. I
found an update for hotplug and did that and then 2.6.2-3 installed without
complaining.
This did NOT correct the usb-request-ubr -32 hangup on shutdown. I apparently

Put "none /proc/bus/usb usbfs defaults" in your /etc/fstab and run
"mount -a".

I'm having problems with a USB mouse (MS Optical Wheel mouse).
I've compiled a 2.4 series kernel (2.4.21) and it works fine, except for an
annoying problem where it doesn't seem to want to set up my USB mouse.
I'm running this on a Dual Pentium Pro pc (Intel PR440FX motherboard).

For some reason, USB has stopped working on my PC, and I can't for the life
of me work out what I've done to break it.
When I boot, it detects my two USB hubs, which are shown in
/proc/bus/usb/devices:
