debconf
As tons of other stuff depends on debconf, I can't progress without
it.
Any suggestions on how to fix this would be appreciated.

/usr/home, and symlink it to /home.
Finally, you could use GNU parted to rearrange the partitions.

invocation of `bash` or `which` caused the forking of hundreds of
processes and (eventually) the complaint:
/bin/bash: fork: Resource temporarily unavailable
I investigated my .bashrc, and found that the offending line was
