I think you are referring to two different things: 1/ First, the application that allows the user to write down as if it was doing a hand writing papercraft. The GIMP can be used for this and I guess any other aimed to desktop publishing (e.g., Scribus, Inkscape...). 2/ Second, the way to record the user actions and make a video which can be done by using a screencast program and there are many in linux for this (e.g., istanbul, xvidcap, wink, recordmydesktop...).
