You are assuming the first message (buster) is the equivalent of the
second message (stretch). I do not think they are connected. On my
unstable the lock file is put in $HOME/.hplip. There is also no top
level directory "/data".

'hp-plugin -i -p hplip-3.19.6-plugin.run' is the most straightforward

[Snippage. The correct option to use with './hplip-3.19.6-plugin.run'

Permissions on files and directories are likely not the issue here.

A user can (and as recommended above, should) run hp-plugin. After the
plugin is downloaded and the licence agreed to the root password is
requested. The installation then takes place.

On issuing the command 'hp-plugin' hp-plugin.lock should be created in
~/.hplip. The error message above is a complaint that this file cannot
be opened because possibly it cannot be found.

And the directory (.hplip) above it is readable/writable for you?

Why not? Depending on how you "become" root,

 - the $HOME environment variable could be still point at "your" home
 - you acquired root's effective, not its real user id -- and the process
in question looks for the current real user's home (not the default
in sudo, but afaik that's what might happen, e.g. with setuid
   programs).

Something like that.

Printing is comprehensively covered on the wiki. A starting point is

  https://wiki.debian.org/QuickPrintQueuesCUPS

Scanning is trickier because user-facing software needs developing.
Have look at

  https://wiki.debian.org/SaneOverNetwork#airprint

No problem here. Try

There is no point in using 'hp-plugin -i -p .' if the plugin has
not been downloaded.

Recent HP MFDs all provide an AirPrint facility. The printing aspect
is fully supported on buster without anything non-free. I hope this is
welcome news.

It is also probable the devices have an AirScan service. No plugin is
needed to use that.

Bottom line: printing and scanning are fully supported by free software.

I don't understand your answer: obviously, the problem is not with the
printer,
as everything works perfectly from 2 laptops, and printing also works
perfectly from my desktop. The only failure is for scanning, but that's not

Guess...

Perhaps you succeeded running hp-plugin once as root and it created the
lock file (/data/home/frenkiel/.hplip/hp-plugin.lock) with root permission?

What does "ls -l /data/home/frenkiel/.hplip/hp-plugin.lock" say?
(or even better: "ls -al /data/home/frenkiel/.hplip", so we can
see the access metadata of the directory too).
