That seems strange Darrell, I am not seeing that behavior described with this version. I have just verified this on two servers. I would ask if you are positive that it is installed in the correct directory but you have been using Declude much longer than myself and I am sure you have checked

I still believe that a smaller public company can be fully compliant by merely archiving all incoming, outgoing and internal E-mail into capture accounts, and archiving those capture accounts in a way that they can reasonably pull any data required of them as a result of an official action.
