I've just upgraded to 1.62 and now I'm attempting to configure the country
test.
I've downloaded the dat file from
http://www.declude.com/release/162/all_list.dat
and placed it in the Declude folder.
In global.cfg I have:
XINHEADER X-Country-Chain: %COUNTRYCHAIN%
and
COUNTRY filter

Are you sure that it is located in the declude folder and named correctly
