I have SNIFFER tests set to alert.
I've found that the user will receive the alert even if they are in the
whitelist?
Is this normal or do I have something mis-configured?

I have SNIFFER tests set to alert.
I wouldn't recommend that -- the SNIFFER test catches mostly spam, and
spammers typically use valid E-mail addresses less than 1% of the
time. That means that for each pseudo-bounce message that gets back to the
spammer, you're using resources to send 100
