While I am not getting the errors you have seen, I have noticed that the number of handles is extremely high, right now it showed over 67K.

The Registry could not read in, or write out, or flush, one of the files that contain the system's image of the Registry." We are running 4.3.46 and are seeing decludeproc.exe reaching # of handles as high as 50,000. A reboot fixes all, but loses any registry changes since the error started.
