While I am not getting the errors you have seen, I have noticed that the number of handles is extremely high, right now it showed over 67K.

We are running 4.3.46 and are seeing decludeproc.exe reaching # of handles as high as 50,000. A reboot fixes all, but loses any registry changes since the error started.
