How much longer is upgrade from D2007 likely to be counted as an upgrade – any

AIUI the current policy is that only the immediate preceding version + 2 prior
versions qualify for upgrade pricing. Embarcadero would apparently rather that
users of older versions take their business elsewhere.
On that basis D2007 will remain a qualifying upgrade version until XE2 is
