I think that one of the issues is that the cost of that license contributes towards the lower cost of future upgrades. So if I have Delphi 3, for example, and subsequently upgrade it to Delphi 5, then I can't legally sell Delphi 3 because it is the ownership of it that I had the right to

The official line, no matter what John says, is that licenses are *not* transferrable - it says so right there in the license file - go read it for yourself. The argument has been the cost of the overheard of dealing with transferred licenses and tracking licenses. What Paul may be confusing me
