I have the same problems with stretching SVG icons on the desktop. At
first I thought it there was a small chance the problem could be an
embedded image, but in Inkscape the files scale perfectly. At least
menus and toolbars work right.

This bug got me looking into the problem being related to epiphany-
extensions. Removing all extensions the problem seems to be fixed.
After adding extensions back untill the problem reappeared , it looks
like it's caused by the Creative Commons license viewer(cc-license-
