I did a full update and verified the bug still exists.
I downloaded and installed

Just tested libgphoto2-6_2.5.3.1-1ubuntu2.1_amd64 from proposed.
rm'd the udev rule I created earlier, installed the package from proposed,
noted it created the udev rule and working fine :)
