I have installed Lucid on the second machine with Intel graphics (on the current I have ATI HD 3xxx) card and there no such problem (new window == default layout). I tried open drivers and proprietary drivers - no changes. How can I localize the problem? -- keyboard layouts - no default layout

I solved the problem on fresh installation of Karmic. I removed and added all my layouts from -- /desktop/gnome/peripherals/keyboard/kbd/layouts and set value 0 for /desktop/gnome/peripherals/keyboard/general/defaultGroup [0 = the first layout in the list]. I checked on two machines - it's works

Forgot to say, this problem exist in LiveCD too so to reproduce it isn't so hard, just add layout, check the box separate layout for each window, choose EN/USA as default layout, switch to other layout and try to open few times some application and I sure (for 99%) you will reproduce the problem.
