I'm marking this bug as confirmed because, as Giovanni says, this has
not been fixed for thumbnails for, for example, videos (and PDFs as he
states). I just tested this, and thumbnails for videos are 128 pixels
wide (the height depending on the aspect ratio of the video content),

This is not correct. Upstream reports that this bug is fixed only for
images, because Nautilus has an internal fast-path for images. This
Ubuntu report, instead, is about thumbnails (as generated by
thumbnailers). For thumbnails, the bug is not fixed.
You can verify it by using a latest Ubuntu, zo
upstream comments suggest the bug is fixed, closing, feel free to reopen
if you still get the issue though
