Not sure if I'm seeing the same problem, but here's what I can reproduce
on Hardy with gnome-applets 2.22.2:
Follow the steps to create a location with a timezone. After logging
out / restart / etc, click on clock applet, click the edit button next
to Locations. From the Clock Prefered nces
