This still occurs in 11.04. If one chooses to create a launcher, types
http://www.google.com/; by the label Command:, realizes that
Location should be selected as opposed to Application and changes
that (at which point, the label Command: changes to Location:),
types some name for the new launcher
you need to enter the URL as a command and then change the launcher
type, really a corner case and a small issue
** Package changed: gnome-desktop (Ubuntu) = gnome-panel (Ubuntu)
** Changed in: gnome-panel (Ubuntu)
Status: Incomplete = New
** Changed in: gnome-panel (Ubuntu)

Yes, this is reproducible on Ubuntu 8.04 (I haven't tried it on other
versions).
To reproduce the problem, right click on the desktop and choose to
create a Launcher. Type in a location (http:// or file:// will work fine
for this example), then change the type of Launcher from Application to
