I did dist-upgrade from Jaunty to Karmic and bug do not appear.

I solved the problem on fresh installation of Karmic.
I removed and added all my layouts from --
/desktop/gnome/peripherals/keyboard/kbd/layouts
and set value 0 for /desktop/gnome/peripherals/keyboard/general/defaultGroup [0
= the first layout in the list].
I checked on two machines - it's works
I checked which value is for the key -
/desktop/gnome/peripherals/keyboard/general/defaultGroup
When there 3 layouts, so for USA value is 0
When there 2 layouts so for USA value is -1
When I'm trying to set value 0 for 2 layouts so first two times application
starts with right default layout,

Really? I don't know. I installed Karmic on three machines - for me and for two
my friends and for all of them there was the same problem with switching
keyboard layout. Also I asked other users in forum
Forgot to say, this problem exist in LiveCD too so to reproduce it isn't
so hard, just add layout, check the box separate layout for each
window, choose EN/USA as default layout, switch to other layout and try
to open few times some application and I sure (for 99%) you will
reproduce the problem.
