Well, I think Ubuntu should offer two solutions with a simple question:
Do you want to install a system in a language other than english?
1) if you have an internet connection you can download the CD
2) if you don't have an internet connection you have to download the DVD with
full language

This is getting way off topic, but: you already have that option.
Check on the download page of ubuntu.com and choose Alternative
options.

thanks for reporting this bug trying to make Ubuntu better.
The Italian translation of gdm is complete (both in GNOME and Ubuntu).
If you don't have an active Internet connection during the install
phase, you are not likely going to download the language-packs needed to
have a fully Italian
