just run it in your gnome-terminal
mc-tool list
this will show you some lines. All you need is haze/icq/_
mc-tool update haze/icq/_... bool:use-ssl=0
than just reconnect

Instantbird states: ICQ connection error
Recently users started to get an error ("Error: Unknown reason") while
attempting to connect to ICQ. This is being tracked in bug 582. ...
