sure it is a bug. It's perfectly fine to post a bug if you don't
understand the behavior in some respect and suspect it may be due to a

Firstly sorry for reporting bug that i'm not sure of it , Secondly after
restart clock language and writing direction become in Arabic in login
and desktop as the second language in "Language Support" list and some
of the application appears in Arabic i don't know is that behavior right
or not but
Thanks for your effort to make Ubuntu better by reporting this
observation.
I'm not sure, but it seems like you may have missed that you need to
reboot for system wide settings to take effect. Logging out or switching
user is not enough to make the new first language be used on the login
screen.
