Also on Ubuntu 18.04 i7-4790 with Intel Integrated Graphic Card.

I think this is not related to graphic card.

If you still want to use transparency from system theme, you can try
following:

1. Uncheck "Use transparency from system theme"
2. "Check Use tranparent background"
3. Re-check "Use transparency from system theme"

And the background will become stable with system theme transparency.

I guess gnome terminal sometimes mistakenly checking the grayed out "Use
transparent background" setting and disabled transparency, thus cause
the flickering.

Was there any sign of corruption? Were you able to upgrade gdm3 to the
latest version again?

I wonder - if it happens again then please check:
  1. if your disk/partition is full (run: df -h); or
  2. if the disk has experienced any hardware errors (run the Disks app > 
burger menu > SMART Data & Self-Tests...).

If most other people here are experiencing bug 1779827 instead of this
then it is possible this bug was entirely unique to your machine.

NOTE: Results w/ haveged installed...

I installed gdm3 3.28.0-ubuntu1 with:

apt-get install gdm3=3.28.0-0ubuntu1 libgdm1=3.28.0-0ubuntu1
gir1.2-gdm-1.0=3.28.0-0ubuntu1

After reboot gdm3 would still not start.

After I noticed the path used I decided to:

rm -rf /var/lib/gdm3/*
rm -rf /var/lib/gdm3/.[a-z]*

After a reboot gdm3 started both w/ Xwayland and Xorg

It seems that the upgrade to kernel 4.15.0-24 together w/ gdm3 upgrade
caused some corruption of the gdm3 cached contents under /var/lib/gdm3
that prevented it from starting.

IMO this is not an easy thing to troubleshoot as nothing in the logs indicated 
any issue.
It is could also be preventable: have the gdm3 package always clear 
/var/lib/gdm3 as the next start will recreate.

As it stands now, my issue of gdm3 not starting is resolved, the
haveged/entropy dependency is properly tracked by bug 1779827.

Leave it up to you whether you want to use this bug to improve the gdm3
upgrade process or close it as I documented how I fixed it

My apologies. Sorry, but the encrypted USB drive was defective. I put it
in another computer (Ubuntu 17.10) and it would be recognized only if it
were held in the drive in a particular way. Either an internal
connection is bad or the external contacts are not aligned properly.

The other USB drive still takes 4+ minutes to be recognized and mounted
by the OS. In the other computer (Ubuntu 17.10) it comes up in less than
30 seconds.

You are very lucky that clicking OK enables you to proceed like that.

This is a well-known and pervasive bug which has remained unfixed for
many years, for some unknown reason.

"Could not claim the USB device (-53)" means that some other process (I
believe a driver of some kind) has already grabbed the device without
authorization, and will not let go of it.

This kind of usurpation is not really something we want in an operating
system. We need to get to the bottom of it, and delete the process which
is apparently jumping in where it is not wanted. I am guessing — because
I cannot find any concrete information — that it is a kernel driver
installed for some other, perfectly authentic, reason, which is doing
this as an unwanted side-effect, so the author may be completely unaware
that this is happening.

I have already recommended elsewhere that the correct interim solution
is for camera applications (in your case, Shotwell, but in fact almost
anything that needs access to the camera, even a plain file manager) to
be able (with sudo authentication) to kill the current claiming process,
break the lock, and give the application the access it needs.

Long term, it should be possible to identify to the user *what* process
has claimed the USB device uninvited, and allow the user to kill the
process permanantly (ie remove it from whatever autostart procedure it
was spawned from). Until that happens, camera software usage is largely
crippled.

I had the same problem after an upgrade from 17.10 to 18.04 - worked
fine in 17.10. Worked fine for other CD types, just not audio CDs. In
desperation I installed k3b, which I used prior to finding brasero a
couple years ago. On launch it complained about permissions on
/usr/bin/cdrdao - it needed set to 4711. I did this, and both k3b and
brasero worked. I don't remember now if any others needed fixed - k3b
also checks permissions for /usr/bin/wodim (should be 4711) and
/usr/bin/growisofs (should be 0755).

First, please try downgrading gdm3 to the original 18.04 release
