Well, after an upgrade and reboot (including mutter 3.30.1-1), 'alt
space' now works to bring up the m enu.
However, there is no 'Always on visible workspace' option.
So I will close this bug as 'fix released' and I have opened bug

I also have the same issue with nautilus in Ubuntu 16.10.
It affects only the list view, grid view works fine.
Also other file browsers like Thunar work fine in both list and grid view.

It appears the main error here is:
(EE) NVIDIA(GPU-0): Failed to acquire modesetting permission.
which may related to bug 1795637, but probably not. It sounds like a
similar problem but in this case the bug would be in gdm3 instead of
plymouth.
As a workaround you might want to try disabling
1. Please disable your extensions as we find a large number of crashes
are caused by gnome-shell extensions. And you have a lot of them:
