Next time the problems happens and the LG is only running at 30Hz,
please run:

  sudo apt install drm-info
  drm_info > drminfo.txt

and attach the resulting text file here.

This will tell us if the 30Hz limit is coming from the kernel and
therefore it's either a kernel bug or a hardware problem in re-detecting
the monitor.

I have Ubuntu 23.04 installed on a Dell XPS 13 9300 with an LG 32" 4K
Ergo Monitor attached as an external display. When I set the "primary
display" at 1080p@60Hz for the LG 32" only with the "secondary display"
of the Dell XPS 13" disabled" and "suspend power" of the Dell XPS 13,
both the "primary display" of the LG 32" and the "secondary display" of
the Dell XPS 13 are both "enabled" when resuming from "power suspend".
Also, the frequency of the "primary display" of the LG 32" is lowered to
30Hz.

If the Ubuntu 23.04 software development team in charge of the X.org
display could rectify the issue regarding the stability of my "primary
display" at 1080p@60Hz during "power suspend" and "power on", that would
be great.

I'm adding a task for gdm to this bug.  The reason is that if simpledrm
is used, we've found race conditions that occur where the transition
from simpledrm to the proper KMS driver may race with gdm starting up
the login screen.

When gdm loses the race you end up with a black screen.  So please make
sure that any kernels that do adopt simpledrm the matching GDM for OS
releases that run this kernel (think about HWE!) will need to pick up
this GDM fix as well.

Well, _this_ is fascinating.

I downloaded and built gimp from source:

sudo apt install dpkg-dev devscripts
cd /tmp
sudo apt source gimp
sudo apt build-dep gimp
cd gimp-2.10.34
sudo debuild

Then I modified app/gimp-2.10 to use "exec gdb" instead of "exec" to run
gimp.

Then I made sure gdb would be able to find the source code:

sudo ln -s /tmp/gimp-2.10.34 /usr/src/gimp-2.10.34-1

Then I ran app/gimp-2.10 and reproduced the crash.

The money shot:

Changing Settings > Language and Region to Australia fixes the bug,
