It's not working for me using nvidia graphic card. The only way to work around 
is to use lightdm instead of gdm3, but I can't login automatically.
I started using Ubuntu budgie in dual boot until the bug is fixed.
I tried Kubuntu and the bug is also in Kubuntu.

right, I updated and installed it, but but everything like before. So I 
installed the "temporarily as a workaround" from above again. 

sudo apt install libmutter-6-0=3.36.1-3ubuntu3 gir1.2-mutter-6=3.36.1-3ubuntu3
sudo apt-mark hold libmutter-6-0

Clarification: this bug ist not about wrong battery Level measurements
(Nobody reported that), it's about users being unable to disable
notifications. The notification is shown even when in DND mode.
