I have a similar problem in 22.04 Thinkpad 430. After coming back from
standby is at lowest level and I need to increase by using the special
keyboard keys. I did not have it before the upgrade in 18.04.

Xorg fractional scaling DOES render the desktop internally at higher
resolution than the monitor, and then downscales it to the physical
monitor. That's how you get a "fraction". For example:

  Monitor = 3840x2160
  Scale = 150%
  Render resolution = 5120x2880
  Transform matrix scale factor = 1.333
  Final visible resolution = 5120x2800 / 1.333 = 3840x2160

You can confirm this by looking at the details in 'xrandr --verbose'.

Yes you can already but only in Wayland sessions. Xorg sessions are
limited by Xorg itself not treating each monitor as a separate
framebuffer.

Here are some initial things I tried:

This bug doesn't affect Ubuntu's gnome-control-center 41; just the new 42 
version.
I couldn't reproduce this bug with Debian Testing which also uses 
gnome-control-center 42.

I tried building without Ubuntu patches but I still got the bug.
I tried building on a Debian unstable system but I still got the bug.

  Gnome-control-center is aligned to the left, even though the environment is 
set to RTL.
  The two main columns are reversed, and the text inside each column is also 
aligned to the left instead of to the right.

Looking at the stack trace, there is pygi_callable_info_invoke (source:
pygobject) -> pygi_invoke_c_callable (source: pygobject) ->
gtk_builder_add_from_file (source: gtk+3.0) -> _gtk_settings_get_screen
(source: gtk+3.0)

To fix this bug in apport, gtk_builder_add_from_file should raise an
Exception. So I mark gtk+3.0 as affected.

The gnome-control-center new version renamed the .desktop so the gnome-
shell patch to use the old name needs to be removed

Daniel, no, fractional scaling does not render the desktop at a higher
resolution than your screen. Unless you are talking about xorg
"Screen"s. Fractional scaling renders in a _lower_ resolution. And a bug
is never expected - hence why it's called a bug. I don't even know why
you would categorize it as expected. Saying something about resolution
doesn't clear up why mouse tracking all of a sudden incorporates
latency.

I'm not even sure many people like fractional scaling. If one could
simply choose different integer scaling for different monitors that
would solve 90% of people's problems.
