Removing Papercuts task as empathy is no longer (as of 2022-08-17)
included in the latest Ubuntu releases and has also been removed
from Debian:

Ubuntu 15.10 (wily) reached end-of-life on July 28, 2016.
Ubuntu 17.04 (zesty) reached end-of-life on January 13, 2018.
The upstream bug was closed on 2019-11-12 as "RESOLVED INCOMPLETE", as
insufficient information was provided and it seems that the GNOME
developers could not reproduce the bug.
Closing Papercuts task as Ubuntu task was closed almost 10 years ago.

empathy is no longer included in recent Ubuntu releases
so it is unlikely that this issue will ever receive any
attention. I'm therefore removing the Papercuts task.

I've seen this too.
Issue needs to be reported upstream to https://gitlab.gnome.org
as not an Ubuntu issue but a GNOME bug that probably affects
all distributions.
